Old Lyme Board of Selectmen
Regular Meeting Monday, August 16, 2004
The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, August 16, 2004 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.
Approval of Minutes: August 2, 2004
Selectwoman Reemsnyder made a motion to approve the minutes as written.  Selectman Sibley seconded the motion.  SO VOTED.

Old Business:
Roche Property Bids
The Board of Selectmen received one bid on the Roche property in the amount of $400,000 from Keith Czarnecki who presented a deposit check in the amount of $42,500 which conformed to the term sheet.  The term sheet also states that the closing must occur before September 30, 2004.  Selectman Sibley made a motion to accept Mr. Czarnecki’s bid for $400,000 for the Roche property.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.  
Clinton Property – Open Space Acquisition proposal
First Selectman Griswold reported there is ongoing discussion by the Open Space Committee and Attorney Clarke concerning property owned by Anson and Dee Clinton on Stagecoach Hill.
Town Woods Park Building – Update
The site survey for the new building has been received.  Inlands-Wetlands required that the building stay outside of the 100-ft line away from the vernal pool.  A certificate from a surveyor has been received which enables the ZEO to issue the building permit.  The next meeting of the Building Committee is Thursday, August 19, 2004 at 7:30 P.M. The STEAP grants were submitted as well as letters of endorsement from Senators and Representatives from Lyme and Old Lyme.  The STEAP request from each town is $290,000. The funds will be used to construct two baseball/softball fields.
Lyme Street Reconstruction Project – Update
Bids for the Lyme Street reconstruction project will be opened on Friday, August 20, 2004 at 10:00 A.M.  The pipe for water from the school to the town hall is being brought in behind the sidewalk to avoid trees, telephone poles, and drainage.  The rise in the  road at Library Lane will be reduced.  The work will occur after Labor Day.
New Business:
Certificates of Occupancy for Middle and Center Schools
The Building Official and the Fire Marshal are working with John Rhodes to identify the open items.  The stage fire protection system at the Middle School was installed but needs to be corrected.  The stage curtain needs to be replaced with a more fireproofed curtain.  There are other items in both schools that need to be corrected before certificates of occupancy can be issued.  
b.  Retirement of Fire Marshal Phil Bliss - Proclamation
A retirement party was held for Fire Marshal Phil Bliss.  Selectman Sibley reported that 40 to 50 people attended.  Rep. Marilyn Giuliano presented a proclamation from Gov. Rell proclaiming August 13, 2004 as Phil Bliss Day. Gail Roth read a statement from Congressman Simmons.  Selectman Sibley read a proclamation from the Town of Old Lyme. Selectman Sibley acknowledged Kathy Hall and Ron Rose for organizing the successful event held at Fox Hopyard.
Nuclear Safety Drill
A nuclear safety drill was held in Old Lyme in anticipation of the evaluated drill that will be held in September, 2004.  Emergency Management Director David Roberge led everyone through the exercise.  The ambulance department, fire department, police department, and public works participated.  
Pesticide Awareness
Selectwoman Reemsnyder made a motion to add Pesticide Awareness to the agenda. Selectman Sibley seconded the motion.  SO VOTED.
George James, Vice Chairman of WPCA, spoke on pesticide awareness and the risk pesticides pose to children.  WPCA is concerned about water quality because pesticides get into the ground water that people drink. WPCA recommends the formation of an ad hoc committee to investigate the health and liability issues associated with the use of pesticides, herbicides, fungicides and other toxic substances on town and District #18 property.

Other Business:
First Selectman Griswold stated that on Saturday, August 21, 2004, household hazardous waste will be collected at the Essex facility.  On September 11, 2004 the Towns of Lyme and Old Lyme will have their own collection day at the Lyme town garage on Rte. 156. A consumer electronic collection day is scheduled on September 18, 2004 at the transfer station in Essex.

Selectwoman Reemsnyder made a motion to adjourn the meeting at 8:07 P.M.  Selectman Sibley seconded the motion.  SO VOTED.
